Perf considerations for sanitizing bounds of C-style arrays

Hi folks,

We're trying to land this change that enables the subject matter for all of Chromium. WebRTC shows up in second place in the binary size analysis, and I am loosely using that as a proxy to say "there may be perf impacts here (even ones that don't show up immediately on top-level benchmarks)."

Is there anything we could investigate before moving to land our CL?
