Most compiler manufacturers write a “specification” (this is similar to “documentation” for product manufacturers) to describe their implementation of the language standard their compiler is targeted to. This file is included hidden in the compiler installation directory folders. I’ve taken the liberty to send the links to that as well (but thats totally out of our syllabus and only for those who wish to do some C# course in Microsoft). Here are the links

The specification is released only when a new version of C# is out and it's not something that comes annually. You can download the latest one (at the moment v5.0) here >> http://www.microsoft.com/en-in/download/details.aspx?id=7029

Personally I don't like downloading the specification. I always take the copy which is already available in my installed version of visual studio as it's targeted for that version of visual studio. You can find it inside Program Files (x86)/Microsoft Visual Studio VERSION_NUMBER/VC#/Specifications/1033

The solutions to the exercise problems are available in the Tata McGraw Hill website but you can't get those without the card that comes when you buy the original book. Unfortunately, getting ebooks from online sources does not give you that card but on the bright side you can always find the solutions uploaded on the internet. I've done the work of finding it and have attached the solutions pdf to this email. Hope it helps. Good luck

As for Visual Studio 2013 you can get it via p2p networks. Just download and install uTorrent or TransmissionQt and click File -> Add from URL and paste the following magnet link in (copy the whole content as is from the word magnet: till 969) and hit enter. The download will begin.
