Hi Andrew,
DataDb is more like a cache accessible over network for operational tasks (eg compiled tariff plan objects or account data) and storDb is more like a classic db used for long time storage and could be that it does not fit into memory. On storDb we store CDRs and offline TPs for archiving since these both can seriously increase.
Regarding disaster recovery of accounts, this is easily achievable via redis master/slave replication and backing up the redis dump file.
