Restarting Quicksilver is always worth a try if a newly installed plug-in doesn’t seem to work. If you really want to know if it’s working, select Contacts.app and hit → or /. That should show all of your contacts.
Based on your next question, I assume you’ve already made sure the Contacts catalog preset is enabled. Does it have the correct number next to it?
Additional info: although the E-mail support and Apple Mail plugins are said to be installed, the catalog only lists Contacts, Evernote, Finder iTunes and OpenMeta Tags plugins. Maybe that's OK, I don't know ?
That’s normal. The Catalog section of the preferences lists your various catalog entries. The ones you see under “Plugins” are presets defined by plug-ins. Some (like Mail and E-mail Support) don’t have any presets.

OK. What does the catalog entry for Contacts show? Is there a number next to it?
Are your contacts stored locally or are they pulled from Exchange or LDAP?
Are there any errors or other messages that appear related in /Applications/Utilities/Console.app?

It might already be there somewhere, in which case you’d duct check
the box. Otherwise, I’m guessing you can drag it from the Applications
folder onto the list.
