support METADATA 2.1 in wheels instead of metadata.json

to Bazel/Python Special Interest Group
wheel package has recently dropped support for `metadata.json`. I updated whl.py in rules_python to add support for METADATA 2.1 files and generate the same dictionary as deprecated `metadata.json`.  Although, it may be better to drop old metadata.json format and come up with a better implementation.

It looks like there currently are at least 3 PRs which try to address this:


This is needed to resolve at least https://github.com/bazelbuild/rules_python/issues/102

How can we move forward on this?
