DEVELOPER_TOKEN_NOT_APPROVED error when calling API with test client ID

I try to run get_campaigns.py (same sample code in github repo) with test client ID but stock on DEVELOPER_TOKEN_NOT_APPROVED error.

Can anyone please to advise if there any thing I miss or is that somewhat a bug ? (It seems that the same errors occur recently with test account.)

Details information:

My ad manager account ID: 455-648-9642 (where I got developer token and my token access is test account access only)
My test ad manager account ID: 186-607-2898 (I log in test ad manager to create project to get my OAuth client ID, client secret and refresh token) 
My test client account ID : 126-982-1970 (I create that test client under test ad manager account)

By the way I also try to run get_campaigns.py but with test ad manager account ID, it did run with no error but nothing return.
