Building Vagrant on Windows

I've just written a quick patch for the Hyper-V provider which implements a new feature. However I don't have a clue where to start in order to build Vagrant on Windows in order that I can test it. Any pointers?

But I am not sure you need the fully installer.

My impression will be you can put the code on top of a normal
installation and "it should work" ?

I may be wrong, but that's my impression since is all ruby/plugins/etc

Now I feel stupid. Thanks for this, I had no idea the .rb files actually got deployed as-is to the target machine - I assumed they were somehow compiled. (Ruby noob.)

Testing all done, pull request submitted. Fingers crossed!

Implements the ability for the Hyper-V provider to set VMs' mac address from the vagrant file

https://github.com/mitchellh/vagrant/pull/6296

Using it to work around this pfSense bug.
