Hi,

When running git cl presubmit I was having this error message, and was not sure on how to go about resolving this. (This is my first time trying to commit to v8, so maybe I might have messed up some setup).

Try running `git cl upload` first, that will prompt you for a description and automatically add a Change-Id, then future `git cl presubmit` should not have the same error.
