Update highway library

I wonder if we could update the highway library.

It had a release last month, and a warning fix a few days ago. (4201022df1c66193863b7d58fea8ac899bd56c45)

It's not really urgent, but the new version would allow the RISC-V build to enable the highway library (after some minor modifications).

I have tested with bc1ef144cdfd481f1fa2ebb69ccc1dd5107d3af0 on the build bots, and it seems to work fine:

Hi Florian,

Updating Highway in V8 sounds good to me. We usually prefer keeping the Chromium and V8 DEPS in sync

to avoid any silent breakage. Could you please also update it in Chromium and make sure that it works

for Blink (I think it's the only other user of Highway these days)?
