That's right, and it's the only difference you can see, between '68 and '69,
from the outside. On the inside, the '69 got icons on the fuel gauge idiot
lights, heated rear window, and IRS on the rear suspension.

My first Type 3 was an L633, VW Blue, Squareback, RIP. I drove it for over
10 years. It was a very good car. That was the car that taught me all about
fixing Type 3s.

I never thought about that. I guess I assumed that when the nose changed
the fender line might remain the same, but then the secondary lamps
changed, too, so at the very least, the holes are different.

Does anyone know if early fenders will mate to a late body, or vice versa?

Also the gas filler door is external/finger on 68, cable release on 69.

The front fenders on the early cars (-69) are not interchangeable with the late (70+) cars. The mating surfaces changed with the body changes. 

Interestingly, the rear fenders do interchange across all years.  Notchback rear fenders are unique to notchbacks, but interchangeable across all years of notchback.  Fastback and Squareback rear fenders interchange across body style and years.

Of course, the taillights need to change with the fenders.

Different, I had sent pics Russ Wolf that he posted on his old website that showed  a NOS front bumper panel and a repro late repair panel from RMMW with a different profile. I don't think i have the photos anymore as they were on a very old lap top that I don't think I have anymore I cant check.
