Tests for setuptools>=81

Hi,

I have preliminary patches to support setuptools>=81 at
https://github.com/ryoon/trac/tree/no-pkg_resources

My changes may not be compliant with your coding style.
I should read CodingStyle wiki page and fix my style.

By the way, I have one question. How to test my changes?
I believe that I do not use all functionalities of Trac
for my intance.

I see scripts in trac/tests.
I am not good Python programmer.
Could you please teach me how to perform tests?

As far as I can tell , even if setuptools<=81 still has pkg_resources , in practice I am stuck in v79.0.1 for plugin development , and in particular for running the test suites of some plugins. Tgis is due to the fact that easy_install has been removed since v80.0.0 [1]_ , which has a particular impact upon the `develop` command .
