Use https://tiddlywiki.com/upgrade to upgrade.
The upgrade mechanisium for single file wikis only upgrades the file its given and you have to save the update and you can give it a new name rather than save over your original. From past experience it is rare for the upgrade to fail. At most a feature does not work or a minor artifact appears.
The single file wiki is so simple to copy and backup even without automatic backups in most savers.

You could put it on a usb stick to avoid user error as well.
Basicaly the upgrade imports your old wiki but ignores core and tiddlers so that the new ones are in the upgrade file. You then save this to any filename and test it. If it works you can swap it with your old one.

So, if I understand you well, you're basically saying that if the PeterWiki-1 file gets messed up during upgrade, using PeterWiki-2 (not upgraded) will run on 5.1.21: is that correct?
