Does anybody know when the warm water discharge is on at 4mr? are there times or is it like a hit or miss thing? 
every time i have gone there this winter it was shut off;i have always wanted to fish it as it is on but its not on

You must just be getting super unlucky I have never once seen it shut off. Are you sure you are in the right place?

My guess is you are probably looking at the wrong place.  The first time I fished there I thought the discharge was about 200 yards downstream of where it really is, which was pretty confusing.

im definitely in the right spot i have fished it twice before but now it is never on.

I was there today and it was flows (as always).  If that outfall stops flowing, then all the residents served by that waste water treatment plant won't get their toilets emptied...

If you are by the bridges and the Toyota dealer, you usually can't see the outfall.  You have to walk further upstream towards Mt Vernon Ave.  If you park your car at 4 Mile Run Park, then you'd walk the path to the east (back towards the Toyota dealer) - you can't miss the outfall.

That said - if you mean are the fish biting when you say "the outfall is on", then that is a different story.  Today the bluegill wanted flies that were dredged along the bottom.  Other days foam bugs will coax them to bite.  Mix it up - big streamers, small nymphs, poppers on top, heavily weighted torpedos along the bottom - there's always something in that swimming pool.

2.7 million gallons a day come out of there or 1700+ gallons an hour. It should have a peak flow this Monday during the #beertie

I was there earlier this morning and got a monster hit on a clouser minnow at the outfall, but lost him in the fight.  Caught probably a couple dozen bluegill/pumpkinseed but nothing crazy or nearly as cool as Todd's goldfish.  Gizzard shad popping around everywhere.  On the walk back we saw one other guy fishing near the outfall.  Water was higher than normal at low tide but still very clear.  

I've fished 4MR quite a lot and in every season and I've always seen the discharge flowing.

There was a new shopping cart in there actually!  lol.  

The same bicycle has been in the same spot for a while now too.  Based upon the 1-piece crankset, it appears to be a dept. store bike or some kind.  Tons of geese and a few pintails in there today too.  

I'll tell you something folks!  If you have an interest in wildlife (other than the fish you're catching), this region (DC area) has a lot of really great birds compared to non-coastal areas, like our home in the midwest.  There's a great variety of habitat and a great migration corridor -- it's still amazing to me that you can get some many great bird species in places where shopping carts and parking cones provide stream structure.

Hey Gene,

That was me I am guessing.  I got there around 9ish and I was the one sharing the parking lot with you.  Started at the discharge and worked my way down stream.  Was using bead headed nymphs and woolly buggers.  Had a few hits but didn't hook into anything.  Around 11 the gizzard shad started feeding a lot on the surface but couldn't hook anything.  It was cool seeing the schools of them as I walked back up stream to the car.  Clear water quality.
