My last trip to the Gunpowder was about 2 months ago, so not quite recent enough for a real report. This time of year you're probably going to be mainly focusing on streamers - particularly in the deeper pools - or nymphs. Give Backwater Angler a call since they're just about on the stream and know the water well.

My son-in-law sent me the below article on how to fish in cold water trout streams.  We both thought it pretty good, so I’m sending it along for anyone who wonders how to get those pesky critters when it is too cold for anyone with common sense to fish.  Having said that we went to Beaver Creek, MD last Friday and caught a few small ones.   We used small parachute adams (#18) and nymphs.  They mostly hit the dries.  Saw many more, but very hard to hook.  Good luck

I fished the Gunpowder for a bit on Friday. I was throwing streamers mostly and had one strike. Saw some fish but no interest. Talked to another angler who caught a few on size 20 flies. Not sure what pattern. Good luck!
