The only user of M_COUNTERS is counters_alloc(9) and counters_free(9). For a use after free, there therefore has to be counters_free calls. There are only a small handful of these:

./sys/percpu.h:void counters_free(struct cpumem *, unsigned int);

so if_counters_free, pipex, and ip_ipsp.
