Yes, if you want to submit a symengine proposal, please send pull
requests to both SymPy and SymEngine. We can make exceptions (e.g. if
you want to the Ruby or Julia wrappers), but by default send a PR to
both SymPy and SymEngine please, even if your proposal will be on the
C++ level only. By default, SymPy is the most developed library to be
used with SymEngine in order to get a useful tool, and so you should
have familiarity with both.
For SymPy only proposals, a patch to SymPy only is enough.
