Can't Connect with FTP

Importing files through the UI is starting to become tedious.  Would like to start using FTP to stage/manage them.

I'm testing with filezilla, connecting to my structure instance over 8021 (default structr.conf files) and get the following output upon connecting.   while it show 127.0.0.1 here, it's acutally a tunnel into my server environment...  FWIW.

Status: Connecting to 127.0.0.1:8021...
Status: Connection established, waiting for welcome message...
Response: 220 Service ready for new user.
Command: USER admin
Response: 331 User name okay, need password for admin.
Command: PASS *****
Response: 230 User logged in, proceed.
Command: OPTS UTF8 ON
Response: 200 Command OPTS okay.
Command: OPTS MLST size;modify;type;
Response: 200 Command OPTS okay.
Status: Connected
Status: Retrieving directory listing...
Command: PWD
Response: 257 "/" is current directory.
Command: TYPE I
Response: 200 Command TYPE okay.
Command: PASV
Response: 227 Entering Passive Mode (127,0,0,1,215,253)
Command: MLSD
Response: 150 File status okay; about to open data connection.
Error: The data connection could not be established: ECONNREFUSED - Connection refused by server
Error: Connection timed out
Error: Failed to retrieve directory listing


I saw some other thread regarding it taking a really long time to come back (gettting file list), but i don't think that's the problem i'm having.  

Another interesting note.   the last two lines (connection time out)  take a while to show up.


Thoughts?

Hi Eric,

once you try to open a binary transfer connection, this connection will
use a different port, and I'm suspecting that this port is not tunneled.
This will be tricky to resolve because you don't know in advance which
port will be used.
