operation of the sphinx documentation pages

Dear Sphinx Community Translators

Nice to meet you. I'm Tetsuo Koyama, a translator of sphinx Japanese team.
I want to discuss the operation of the sphinx documentation pages. Currently, there are several languages being translated on Transifex, and we would like to decide which translated language documents to publish. (related PR https://github.com/sphinx-doc/sphinx-doc-translations/pull/5).
There are 2 ideas
  1. 1. Publish document pages in all languages translating on Transifex.
2. 
Publish document pages in only satisfying conditions language.
If  we use 1. , local pages may be created mostly in English. Is it good for users?
If  we use 2. ,  we must have clear standards. (e.g. based on translation completion rates, or translation of specific sections)

Hi Tetsuo,

Thank you for your proposal.

IMO, almost not translated language is better not to be published. I
guess the user who switches the language expects the document is
translated (a little). But almost not translated document makes them
disappointed.

On the other hand, it must be difficult to make a criteria to publish
the language too. And I'd not like to raise the bar to translate.

I don't have good idea. But I'm okay if some pages (or some
paragraphs?) are translated.

I think so too. I think 50% translation of intro is a good standard. How do you think?
