I've been using SmartGit with Azure dev ops integration.  I've always been able to create Pull Requests.  The latest version, 21.2.2, says I can also review and accept them. But I can't figure out how to do that.  This is all I see when I right-click on a PR

Where exactly did you read that? What is the exact wording here?

I see no options for being able to review and add comments or resolve pull requests

You can Fetch a pull request and then add comments in the Changes view. "Completing" a merge request is not possible directly from within SmartGit, as Azure offers several option/workflows here. It doesn't seem reasonable to duplicate this in SmartGit. Hence, you would use Open in Web Browser.

I am using the Pull Request (PR) button in AzureDevOps to start a PR, I would like to merge the changes from the development branch into the master branch.

Once the PR is started, can I see this PR in SmartGit? I have used the Fetch All button but I don't see the PR in the Branch or Changes view, how can I do it? I find interesting the possibility to add comments before completing the PR.

Thanks!

Yes, you should see pull requests in the Log window, presuming that Azure DevOps Hosting Provider as been configured:
