parallel compilation does not work anymore

Dear all,

For the 9.3.beta2 release the command

$ MAKE="make -j3" make build

does not compile the Cython code of the sagelib in parallel.
This slows down a lot the build of the library. I am sure
when it stopped working.

I confirm: on my Ubuntu 20.04 machine, 
MAKE="make -j8" make
took ages to build 9.3.beta2 (from 9.3.beta1), exactly because the Cython part of sagelib.
I have not noticed such an issue with 9.3.beta1.

Just wanted to add that make -j8 doc is also not building in parallel.
