1.10 was released 5 days ago, approximately at the same date as beta4 :-)

I think the upgrade was done on ticket #33398, which was merged into the release manager's branch almost immediately after the 9.6.beta4 release, so I believe it will be in 9.6.beta5.  There should not be any need for another ticket.
