Why Rails has not implemented Soft Deletes by Default ?

Rails is Matured Framework . Why Soft deletes is not implemented by default ? . I See most Web 2.0 Apps implement it ?

I guess because it adds complexity and most apps do not want it as the
default. You can add it using one of the appropriate gems if you
want.
