Does 1 brakeset mean brakes for the front and rear wheel? If so, I will take one.

"Brakeset" refers to 1 pair of brakes for 1 wheel.

Each package has one pair of brakes, so for a complete bike, you'd need 2 brakesets--1 front, 1 rear.

For future reference "brakeset" is commonly used to denote enough brakes for one bike.
