Where can I find the documentation on Github? I thought it would be in racket-lang-org, but that looks like it's just for the main site.

The reference and guide (and several other documents) are here:
https://github.com/racket/racket/tree/master/pkgs/racket-doc/scribblings

Other documentation is with the library it documents (such as Typed
Racket, where the docs are in the racket/typed-racket repository).
