Nikon Z9 support

PTGui uses LibRAW that is supplied/supported by the same entity that supplies and licenses for fee FastRawViewer.  FastRawViewer supports some Nikon Z9 NEF (raw) formats, with the High Efficiency formats "coming soon" .   Because the public LibRAW does not support the Z9, PTGui does not.  As both the parent entity of PTGui and the parent entity of LibRAW (FastRawViewer) are for-profit license-for-fee entities, why cannot these entities negotiate an arrangement so that whenever FastRawViewer supports a raw format, PTGui will as well?
