This whole subject is kind of big and you'd do well to red about the Conductor and tempo settings in the manual because it can range from simple to quite complex.
With the Conductor enabled, you can change the overall tempo of a session to a static value but ONLY if there are no tempo events in the tempo ruler. In other words, if you haven't created tempo events at all, you can change the overall tempo. Once you have created tempo events, you can make range selections and overwrite previous tempo changes. None of the tempo events will have any effect unless the Conductor is enabled. If you previously had your tempo set to 147 without the Conductor enabled and you want everything to be as it was before but now with the Conductor enabled so you can make tempo changes, you need to create a tempo event right at the top of your session and make the tempo 147 bpm. Once you've done that, the session will play back at 147 bpm until the place where you make your tempo change curve. Now, I'm not sure whether your attempt at making a tempo change resulted in any tempo information having been written and simply not active because the Conductor wasn't active. I've never created tempo changes without enabling the Conductor except when I was just editing a static tempo. It's probably best to simply start from scratch. Select your entire timeline and create a constant tempo of 147 bpm., apply that change then make your selection range for the linear curve you want, apply and continue.
