A couple things:
As far as waves goes, you can subscribe to another update plan, but you may want to look at doing their new subscription based model, as it's much cheaper for every plug-in they offer, and everything will always be up-to-date, but that's up to you. I don't remember off the top of my head what waves plug-in versions are supported on Apple Silicon or Ventura etc.
As for complete, that may be another OS compatibility issue, or something going on with Native Access, usually both. For me, reactor five will not install on any new machine because it's still a 32 bit app,which ultimately doesn't matter because it's content is still in reactor six. But it's still acts like it wants to install on a clean OS through native access.
VOcr should work on silicon, but you have to enable quite a few preferences etc. for it to function, some of which can be hard to find.
My guess, though I could be wrong, is that your perpetual Studio license doesn't cover the latest version of Pro Tools. The Ilok will not appear on your desktop, but it will appear under locations in the Ilok license manager.
