privacyidea_radius.pm is a PLUGIN for FreeRADIUS. And thus it is called
by FreeRADIUS - namely the FreeRADIUS perl_rlm.
You can think of privacyidea_radius.pm as some kind of privacyIDEA
authentication client.
privacyidea_radius.pm is plugged into FreeRADIUS, takes the RADIUS
request and issues an privacyIDEA API Request against privacyIDEA.
Thus you do not need to install pricacyidea_radius.pm on privacyIDEA but
on FreeRADIUS.
(Still, privacyIDEA and FreeRADIUS can run on the same machine).
