Announcing 2 PR's for discussion at the Q2 quarterly

These 2 PR's are the work of the implementation agnostic working group. These changes are intended to be clarifications of the existing text.  We will present on these changes at the next quarterly but reviewing the PR's ahead of time will help make the discussion more useful.

This issue contains the 2nd release candidate for PMIx v4.2.

Our initial intention is to ratify v4.2 during the 24Q2 meeting, but we have found some issues during the review.

I am still announcing to give us flexibility in our options, but we will assess what is the extent of changes needed and decide during the 24Q2 meeting if an rc3 is required.
