[VOTE][CC][PSR-3] Errata proposal: Exception vs. Throwable

The discussion period has past, and the conversation has been quiet for
adding an errata to PSR-3: Logger Interface, for Exception vs.
Throwable. The PR is at:

- https://github.com/php-fig/fig-standards/pull/1346

The current PSR-3 Logger Interface can be seen at:

- https://www.php-fig.org/psr/psr-3/

I am opening a VOTE to include this errata in PSR-3. The vote is open to
CC members only, and requires a 50% quorum, and a 2/3 approval to pass.
The vote will end 2 weeks from the time I send this (2026-02-19 00:00:00
UTC).
