[CC][Nomination] Jeremy Coates

I hereby nominate Jeremy Coates (@phpcodemonkey) for a position on the
Core Committee.

Jeremy likely needs little introduction, being as prolific and ever present as
he is, but for those who would like a little background:

- Jeremy is a vocal advocate for and contributor to Codeception,
arguably the best functional/integration testing tool for PHP.
- Jeremy founded and organizes the PHPNW conference.
- Jeremy found and directs a successful and highly recognized digital
agency out of Manchester UK, Magma Digital Ltd.
- Jeremy is a founding director of Digital Lancashire, a trade
association for the digital sector in the Lancashire UK region.

I believe he brings an interesting mix of skills to the table, and would be a
fantastic voice for the committee!
