Adopt the possibility to view and write "ɔ" letters for African languages

Hello,
My girlfriend works in the linguistics field, and I am impressed to realize that PDFium (the one google chrome uses) does not support the writing of some african letters in textfields Like:  ɔ (U+0186) ref: https://www.fileformat.info/info/unicode/char/0186/index.htm
Or it's lowercase: (U+0254) ref: http://fileformat.info/info/unicode/char/0254/index.htm 

Not only they cannot be pasted/written, but it's representation it's also impossible when opening a PDF with those fonts. While other PDF clients (Like PDF.js) allow it.

I would be glad to contribute in the effort of adding those African letters representation/visualization and writing capabilities.
