a small amendment for NVHPC

I needed to make a small fix on configure script to have the OMNI Compiler work with NVHPC (successor of the PGI compiler).

Thanks for your fix.

I updated the omni-compiler as the Nightly Build Version.
https://omni-compiler.org/download/nightly/2021/omnicompiler-20211223.tar.bz2

The value of ACC_DEFAULT_DEVICE in your configure script was Fermi, but
it's old, so I'm leaving it as Volta.
