What it fails to address is that assignments are rarely regionally
limited anymore. IBM, for example (and I'm sure this is true of all
other cloud providers), assigns public IP addresses for US-based
instances using IP blocks allocated to Africa, Asia, Europe and South
America all the time. It was impossible for me to even get an IP block
in the US the last time I spun up an instance in Texas.

While not specifically addressed, it's at least implied in the discussion of routing tables and ASNs.

My guess is that to avoid political implications, they elided mentioning the topic directly.
