MLO Cost Android - Beginner

1)  It shows 29$ price for Android. Is it one time cost or every year I have to pay?

2)  If I don't want to buy Cloud subscription then how data is stored in Android phone? In the future, If I would change my phone then how would I transfer data?

One time cost. Only upgrade price if v1 -> v2 or v2 -> v3...

Store backup data on your phone or cloud, like Onedrive or Dropbox. 

(Setting -> Backup/Restore Profile)

Transfer date: Restore from backup file.
