How to force tag as highest hierarchical level to multiple cards?

to mnemosyne-proj-users
I'm trying to import a set of german language cards that have a multitude of tags. However, I wanted to make them subtags of a single "German" tag, without going through all the thousands of cards.
Is there any way to do this, either using Mnemosyne or other program?
