Want to understand the "Product analysis"

Dear Mentors,
For Material ASTM A516 Gr 70 the client requirement is based on product analysis. Does that mean that all plates shall be tested for product analysis? or certain plates from that heat is enough to report that as product analysis.

Further,
The client requirement is" S19. Restricted chemistry: Carbon Max 0.2% and Vanadium Max.XX% restricted for heat and product analysis, can I interpret this as a supplementary requirement S2of SA20?

Product analysis is always on basis of Heat No and it is done on sampling basis.   In case of coils, it is done from drawing sample from both front and tail end of the coil.  for it is illogical to take it from centre of the coil !!!.
If buying from a trader, possible plates may  belong to different heat, then buyer to advice whether they want 100% testing or random samples.

In technical delivery conditions the client mentions 
"S19. Restricted chemistry: Carbon Max 0.2% and Vanadium Max.XX% restricted for heat and product analysis,"

In context of SA20, should the supplementary requirement S2 be invoked?

Astm a20 refers supplementary requirement S2. In the context of below mail will S2 invoked?
