ASME B31.3 is for process pressure piping (e. g. petrochemical)

ASME B31.8 is for gas transmission & distribution piping systems (e. g. natural gas)

Means it is highly populated area or remote area.
For class 1 go for 31.8 and for class 2,3 go for ASME 31.3
