Preheat decrease >50deg.C

Dear Experts,
I have a doubt.
In ASME sec. IX,in many Welding process it is mentioned as "Preheat decrease >55 deg. C"
can you let know what it means exactly.. How to intrepret this variable..

In PQR, if ur preheat temp is 100,℃, in wps u can mention minimum 45℃, ( 100-55=45,) if it is mentioned less 45, requalification required

Just to add to Mr Mahadevans reply 
You req to preheat Even the thk of the job is very less(provided you use the same wps n spporting pqr) thete is no restriction on higher side preheat temp.
