Hey,Up to my experience ,Basic methodology for preparation of Weld Test plan is as follows.PO--->Customer Specification with Design data ( for understand equipment Service requirement)----> Approved drawing ---->Approved ITP/QAP & ProcedureI think if you follow above sequence than you may get clear idea about test plan.
