First of all, ASME SEC.IX does not say about requirement/exemption for impact test.
As per QW-170 of ASME SEC.IX, requirement of impact test, acceptance criteria, specimen requirement etc. are in accordinance with other code section that require impact test.
In your case if design code API-650 ask for impact test & if welding procedures to be qualified as per ASME SEC.IX then all procedures should be qualified with impact test considering all essential & supplementary essential variables for each welding process.
