You cannot weld aluminum to steel by arc welding..

Aluminum can’t be directly welded to Steel by any Arc welding process. Arc welding between any steel to aluminum causes formation of intermetallic compounds at the interface, which makes the weld joint extremely brittle. Look at the YouTube, there’re many videos on this subject.

 

The only way to perform arc welding of such dissimilar combination is to use a transition piece  of steel to Aluminum, produced by solid state welding process.

This article from ESAB , explains some of the problems of such welding.

Please find the below link from ESAB regarding welding of Aluminum to steel. It can be possible by using Bimetallinc inserts. The file which I sent you for similar and dissimilar welding of aluminium and its different grades.
