ASME UG-10 interpretation

Reviewing a material test report (MTR) of SA-516-70 certified as per ASME 2010 Ed 2011àddenda and MTR complies with all the requirements. The Job is to be U stamped per ASME 2013 ED. Theres no requirement of materials to be certified to làtest code editions in contractual documents. Since job is to be code stamped per 2013 Ed, should material also be recertified as per ASME 2013 Ed?

But suppose in case if material is not complying with latest code edition then what to do? Re-certification?

No, you reject it, unless you can perform tests which will demonstrate compliance with new Code Edition and Addenda.
You can not certify anything which is not in compliance with the Code
This is not the meaning of UG-10.
You can certify a material, using UG-10, which was not tested & certified & identified by the manufacturer in accordance with the Code, but it is complying with the Code. This is the meaning of UG-10

Yes, you can re certify the material, if it is not complying, then what will you do? will you just throw the thing in the waste bin?

You can do it by checking it with with ASME 2013 Edition Sectiion II Part A, Mandatory Appendix II Table II-200-1 (those manufactured to 1988 thru 2010 Edition)

Also, SA516 / SA516M is identical with ASTM Standard A516 / A516M from 1986 thru 2006 with the latest adopted Edition being 2006

So, if it is within these years of manufacture, you can do you certification.

Nothing can be certified or accepted unless it complies with code.

I Need to recertify Astm 516 to sa 516.can Anyone provide me a recertification format for this.

Code edition applied includes material also. 2013 edition gives details of how to accept material of earlier/later editions of code. Pl refer appendices

you will not have to recertify the material.  For example, please read Section VIII Division I Nonmandatory Appendix 43 and specifically 43-3-3 (similar instruction for Sc I).  This directs you to ASME Section II-Part A but not very cleanly.  You will need to go to Mandatory Appendix II.  This appendix has a table of all ASME/ASTM specifications and the acceptable Code editions for each and any additional notes.  For SA/A-516 the entry is on page 1762 of Section II Part A, 2nd volume.
