Reviewing a material test report (MTR) of SA-516-70 certified as per ASME 2010 Ed 2011àddenda and MTR complies with all the requirements. The Job is to be U stamped per ASME 2013 ED. Theres no requirement of materials to be certified to làtest code editions in contractual documents. No, you reject it, unless you can perform tests which will demonstrate compliance with new Code Edition and Addenda.
You can not certify anything which is not in compliance with the Code
This is not the meaning of UG-10.
You can certify a material, using UG-10, which was not tested & certified & identified by the manufacturer in accordance with the Code, but it is complying with the Code. This is the meaning of UG-10

you will not have to recertify the material. For example, please read Section VIII Division I Nonmandatory Appendix 43 and specifically 43-3-3 (similar instruction for Sc I). This directs you to ASME Section II-Part A but not very cleanly. You will need to go to Mandatory Appendix II. This appendix has a table of all ASME/ASTM specifications and the acceptable Code editions for each and any additional notes. For SA/A-516 the entry is on page 1762 of Section II Part A, 2nd volume.
