High rejection rate in Tig process by using ER 70S-3

Dear Experts,
     I'm facing high rejection rate because of Tig process ER70S-3. We changed two brands of manufacturer
1.ESAB
2.Metrode
And we done so many test pieces for testing.The type of repairs are mostly inclusions and some porosities.we take many steps to control,still it was continuing.
Guys pls advise to avoid this kind of repairs.
Welders are complaining that there's some slag during welding and it was moving end of the weld pool.it was entrapping on the deposited weld metal and it can't be identified during grinding.we removed copper coating also.but it can't he controlled.

1.check your machine calubration or recalibrate.
2.Use ER 70S2.
3.ensure good wind shield.

Here my comments,

Assumen quelified WPS,

Welder complains --> perform a weld yourself and verify conditions
Tungsten inclusions? --> Joint desingn,  Welder performance, Tunsteng problem. Less likely to filler metal problems 
Porosities --> Argon flow rate, cup size, environmental conditions (wind), welder perfomance, filler metal.
Slag problems in GTAW --> not experienced before. (maybe dirty joint)

All machines are calibrated also brand-new. Mostly 85% of the welders are facing problem.joint design,parameters,joint cleaning everything perfect.as per discussion with welders they are finding some excessive slags(pacman)which is entrapping in the weld metal.during repair excavation we found some brownish color inclusion spreaded on the location.
Is there any technical problem in 70S-3?
Anybody faces these problems previously in your experience?

dear Sir;

You weld is done according a WPS ?? 
To avoid this kind of defects please check your tungstene electrod and the gas concentration ( 99 % ) any defect in the gas tubing is a problem .
