blind welded to pipe at test limit

Dear frnds

For hydro test limit contractor does not have any blind flange or end caps so contractor requesting to diectly weld blind to the pipe. Is it acceptable. Any references for that. Constrtion code b31.3 test pressure 44 kgf per cm square

Yes blind can be welded directly to pipe but check the thickness of blind.

Dear it is not acceptable at all. Pl ask for the required standard and Specs which is valid as per the B31.1.

In b31.3 its mentioned only using blanks and spades  ,not welded blanks.

In design point of view is it acceptable. The weld joint will withstand the test pressure. ?
