Exception request for KEP-4762

I'm submitting an exception request for KEP-4762: Allows setting any FQDN as the pod's hostname.

Enhancement Details

• Enhancement name: Allows setting arbitrary FQDN as the pod's hostname

• Enhancement status (alpha/beta/stable): alpha

• SIG: Network / Node

• k/enhancements repo issue #: https://github.com/kubernetes/enhancements/issues/4762

• PR #’s: 

• https://github.com/kubernetes/kubernetes/pull/132558 This PR implements the alpha phase of the feature gate - merged.
• https://github.com/kubernetes/kubernetes/pull/133254  This PR addresses issues discovered during self-review. Not merged yet, but already approved by sig-node.

• Additional time needed (in days): 4 days (until Wednesday, since this PR has been approved and only needs to be merged now.)

• Reason this enhancement is critical for this milestone: This PR introduces an incorrect validation function in the kubelet. If the fix isn't merged, it may cause inconsistencies between the actual functionality and the API documentation for its related fields.

• Risks from adding code late: Without this fix, we risk having the functionality diverge from what's documented in the API for these fields.

• Risks from cutting enhancement: Since the core implementation code has already been added, this feature only involves fixes to existing code. Therefore, cutting this enhancement would incur greater costs for us.
