I get a blank page when visiting issues.jenkins-ci.org and it takes an unusually long time to connect.

Works for me, including logged-out private browsing tab.

Hmm, a traceroute reveals that the road ends at a level3.net node in Seattle, maybe you are taking a different route there :)
