Request commit access to msbuild-plugin and doxygen-plugin

Hello,

I would like to have commit access to msbuild and doxygen plugins.
Both are "up for adoption" so I contacted Gregory Boissinot who confirmed me he's ok to let someone else be responsible of these plugins.
My github and jira id are both marshall777.

Also, think about updating the wiki pages so that they don't appear as 'to be adopted' anymore.
