jackson-datatype-guava cannot be used with Guava >= 28.0.0 in OSGI.

Is there a reason for this restriction? If not, can we please lift it?

I've run tests with 29.0-jre, and they all pass.

My thinking was to:

1. Increase limit to allow 29 for existing patch levels (2.10 / 2.11)
2. Loosen limit enough to be basically unlimited for 2.12 and later (I
think OSGi requires some upper value to allow use of ranges -- anyone
more familiar with OSGi metadata settings feel free to correct me
here)

but I'd be happy to hear if anyone has concerns.
