Notification changes?

It used to be that if an iTerm2 window wasn't frontmost and output
appeared, iTerm2 would post a notification. That doesn't seem to be the
case any more? It does post a notification if a window is frontmost but
partially offscreen, so I know my system notification settings are right.

If I search Settings... for Notification it finds:

- Notification Center Alerts in Profiles > Terminal. I have that checked
and have everything (including Send "New Output" Alert) except Send
"Idle" Alert checked in Filter Alerts.
- In Advanced > General there are a few notification settings. I haven't
modified those. The Foreground tab one seems to work, but only affects
Foreground tabs. The Rate limit is 0. Silent is No.

I looked through the ChangeLogs going back a few versions (as I don't
know when this first started happening) and none of them seem to mention
changes to notifications. So is this on purpose, or a bug? I really
don't like it if it's on purpose.

I'm running iTerm 2 3.6.9 on Sequioa 15.7.5.

There’s a maybe overly clever feature where we don’t post a notification is the terminal window is clearly visible. We check if other windows occlude it more than a certain percentage. Maybe something changed that causes the window not to be occluded on your system?
